An effort to recall City Councilwoman Rebeca Armendariz did not qualify for the ballot in Gilroy, California.[1][2]
Recall supporters
Kelly Ramirez served Armendariz with a recall notice on May 16, 2022.
Organizers said that they were trying to recall Armendariz after one person was fatally shot and three people injured at a Halloween party that Armendariz hosted at her residence in October 2021. An investigation found that Armendariz had violated city ordinances by failing to obtain a permit for the party and by hosting an event where underage drinking occurred. The city fined Armendariz $1200.[1]
Armendariz's attorney said that they had appealed the citations.[1]
Recall opponents
Gilroy resident Gabriela Mendoza offered support for Armendariz during a May city council meeting, saying, “Gilroy needs more people like Beca here, sitting with all of you, that will speak up for those who cannot speak up. ... I get it, things happen. We’re not perfect, no one is. But we need people like Beca.”[1]

Recalls of local officials in California start with notices of intent to the officials who are subject to the recall. Each notice requires signatures from city residents, the name of the targeted official, and reasoning for the recall that cannot exceed 200 words. A copy of the notice is delivered to the city clerk. Targeted officials have seven days following receipt of their notices to issue statements of defense. A recall petition can be circulated against each targeted official once the notice of intent is published.
Organizers needed to collect signatures from 20% of registered city voters, or around 6,000 signatures, for a recall election to have been scheduled.[1]
In October 2022, organizers submitted 6,375 signatures to the registrar of voters.[3] The registrar determined that the recall petition was insufficient on November 28, 2022.[2]
