An effort to recall Reggie Miller, a member of the Democratic Party, from her elected position representing District 31 in the Michigan House of Representatives was launched on August 1, 2023. The recall petition was withdrawn before the Michigan Board of State Canvassers met on August 21, 2023, to hold a clarity and factual hearing on the recall's petition language.

On August 1, 2023, the Michigan Board of State Canvassers met to discuss a recall petition against Miller introduced on July 12, 2023. The board rejected the recall petition for circulation on a 2-2 vote.[1]

Proponents of the recall efforts criticized Miller over her vote in favor of House Bill 4474.[2][3]

Miller was elected to the state House in 2022. She defeated Dale Biniecki (R) in the general election with 52.3% of the vote.

Recall supporters

First recall petition

On July 12, 2023, Holli Vallade filed the recall petition against Miller due to her vote in favor of House Bill 4474.[4] According to Michigan Advance, the legislation would "expand the definition of hate crimes to include violence on the basis of sexual orientation, gender identity, age and disability."[4] The Michigan Board of State Canvassers met on August 1, 2023, to hold a clarity and factual hearing on the recall's petition language. The board rejected the recall petition for circulation on a 2-2 vote.[5]

Second recall petition

Holli Vallade refiled the recall petition against Miller on August 1, 2023. Vallade's first recall petition was previously rejected due to a lack of clarity. The first petition listed the bill number but did not describe the legislation. The second petition's reason for recall still mentioned Miller's vote in favor of House Bill 4474 but also described the legislation.[6] The recall petition was withdrawn before the Michigan Board of State Canvassers could vote to approve or reject the recall petition for circulation.

Recall opponents

After the first recall was announced, Miller posted on Twitter the following response:[7]

This recall is in response to my support for HB 4474, bipartisan legislation that seeks to limit hate crimes in our state. While there has been a large amount of misinformation surrounding this bill, I firmly stand by my vote.

This recall is the latest in a slew of attempts by radical groups to undermine democracy and the voices of the citizens who elected me to represent and advocate for our community.

I’m very proud of all that we have accomplished in just 6 months since taking office such as repealing the retirement tax, expanding the working families tax credit, and passing the most comprehensive budget in Michigan’s history which included over $15 million for local infrastructure projects such as the Denton Rd Bridge and Causeway Repair, and Milan Wastewater Treatment plant. I am saddened and angered to see such blatant disrespect and disregard for Democracy evidenced through this recall attempt.

While Michigan’s recall law is an important option available to citizens to hold representatives accountable for wrongdoing, it is not intended to overturn the will of the majority of voters.

I’m humbled by the outpouring of support we’ve received in response to this baseless attack. This will not distract me from my service on behalf of Wayne, Washtenaw, Lenawee, and Monroe counties.[8]

Withdrawn or disqualified candidates

Historical state legislative recalls

Ballotpedia tracked 157 recall efforts against 148 state lawmakers from 1913 to 2022. During that time, 39 recalls made the ballot and 22 state legislators were successfully recalled.[9]

Michigan led the way with 37 state legislative recall efforts from 1913 to 2022. Of those 37 recall efforts, three were successful. Wisconsin followed with 30 state legislative recall efforts. Six of those recalls were successful.
