A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Maine utilizes a semi-closed primary process, in which both registered party members and unaffiliated voters may participate. Unaffiliated voters may vote in one partisan primary of their choosing in each election. Affiliated voters must change enrollment at least 15 days prior to the primary to vote in a different party's primary.

Eight of 16 Maine counties—50 percent—are Pivot Counties. Pivot Counties are counties that voted for Barack Obama (D) in 2008 and 2012 and for Donald Trump (R) in 2016. Altogether, the nation had 206 Pivot Counties, with most being concentrated in upper midwestern and northeastern states.

In the 2016 presidential election, Hillary Clinton (D) won Maine with 47.8 percent of the vote. Donald Trump (R) received 44.9 percent. In 2016, Maine had four electoral votes. Maine's share of electoral votes represented 0.7 percent of the 538 electoral votes up for grabs in the general election and 1.5 percent of the 270 votes needed to be elected president. Maine awards its electoral votes by congressional district and the popular vote. It has two electoral votes for the statewide vote and one for each of its two congressional districts. In presidential elections between 1820 and 2016, Maine voted Republican 67.3 percent of the time and Democratic 32.6 percent of the time. In the five presidential elections between 2000 and 2016, Maine voted Democratic all five times.

In 2012, Barack Obama (D) won 129 out of 151 state House districts in Maine with an average margin of victory of 19.2 points. In 2016, Hillary Clinton (D) won 69 out of 151 state House districts in Maine with an average margin of victory of 23.7 points. Clinton won nine districts controlled by Republicans heading into the 2018 elections.

In 2012, Mitt Romney (R) won 22 out of 151 state House districts in Maine with an average margin of victory of 8.7 points. In 2016, Donald Trump (R) won 82 out of 151 state House districts in Maine with an average margin of victory of 16 points. Trump won 17 districts controlled by Democrats heading into the 2018 elections.
