This page focuses on the Republican primaries that took place in Pennsylvania on May 17, 2022.

A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Pennsylvania utilizes a closed primary process. Voters are required to register with a political party to vote in the primary election.[1][2]

    The following analysis covers all U.S. House districts up for election in Pennsylvania in 2022. Information below was calculated on May 9, 2022, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.

    Forty-eight candidates filed to run for Pennsylvania’s 17 U.S. House districts, including 23 Democrats and 25 Republicans. That’s 2.82 candidates per district, slightly less than the 2.83 candidates per district in 2020, and less than the 4.66 in 2018.

    This was the first election to take place under new district lines following the 2020 census, which resulted in Pennsylvania losing one U.S. House district. The 48 candidates who ran this year were the lowest number of candidates running for Pennsylvania's U.S. House seats since 2016, when a total of 44 candidates filed.

    Two seats — the 12th and the 17th — were open, meaning no incumbents filed to run. That’s two more than in 2020, when there were no open seats. There were seven open seats in 2018, two in both 2016 and 2014, and no open seats in 2012.

    Rep. Fred Keller (R), who represented the 12th district, retired, and Rep. Conor Lamb (D), who represented the 17th district, ran for the U.S. Senate. Six candidates — one Republican and five Democrats — ran in the 12th district, the most running for one seat this year. Five candidates — three Republicans and two Democrats — ran in the 17th district.

    There were five contested Democratic primaries this year, the lowest number since 2016. There were six contested Republican primaries, one more than in 2020, but two less than in 2018.

    There were 13 districts where incumbents did not face primary challengers. One district — the 3rd — was guaranteed to Democrats because no Republicans filed. Two districts — the 13th and the 14th — were guaranteed to Republicans because no Democrats filed.

    The following analysis covers all state legislative districts up for election in Pennsylvania in 2022. Information below was calculated on May 10, 2022, and may differ from information shown in the table above due to candidate replacements and withdrawals after that time.

    Forty-two of the 190 Pennsylvania state legislators who filed for re-election this year—20 Democrats and 22 Republicans—faced contested primaries. That equals 22% of incumbents seeking re-election, the highest rate since 2014. The remaining 78% of incumbents did not face primary challengers.

    A contested primary is one where more candidates are running than there are nominations available. After redistricting, it is common to see primaries where two incumbents are running against one another. This can happen if a district's lines are redrawn, placing two incumbents in the same district.

    This year, there were three incumbent v. incumbent primaries in Pennsylvania. In these races, since only one candidate can win the nomination, one incumbent in each race was guaranteed to lose:

    The total number of contested primaries—including those without incumbents—also reached its highest point since 2014. With 228 districts, there are 456 possible primaries every election cycle.

    In 2022, 81 districts (18%) were contested: 35 Democratic primaries and 46 for Republicans. For Democrats, this was up from 33 in 2020, a 6% increase. For Republicans, the number increased 84% from 25 primaries in the previous cycle.

    Forty of the districts up for election were left open, meaning no incumbents filed to run, the most since 2014.

    Overall, 454 major party candidates filed to run this year: 207 Democrats and 247 Republicans. That's 2.0 candidates per district, the same as in 2020.

    How the primary works

    A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Pennsylvania utilizes a closed primary process. Voters are required to register with a political party to vote in the primary election.[1][3]

    Poll times

    In Pennsylvania, all polls are open from 7 a.m. to 8 p.m. Eastern Time. An individual who is in line at the time polls close must be allowed to vote.[4]

    Registration requirements

    To register to vote in Pennsylvania, an applicant must be a citizen of the United States for at least one month before the next election, a resident of the district in which he or she is registering for at least 30 days before the next election, and at least 18 years old by the day of the next election.[5] The deadline for registering to vote is 15 days before the election.[5] Registration can be done online, in person, or by mail. Prospective voters can register in person at the county voter registration office or at a number of state agencies, including Pennsylvania Department of Transportation centers. The Pennsylvania voter registration application is available online and can be mailed to the county voter registration office.[6] On September 19, 2023, Pennsylvania Gov. Josh Shapiro (D) announced that the state had implemented automatic voter registration.[7]

    Verification of citizenship

    Pennsylvania does not require proof of citizenship for voter registration. An individual applying to register to vote must attest that they are a U.S. citizen under penalty of perjury.

    All 49 states with voter registration systems require applicants to declare that they are U.S. citizens in order to register to vote in state and federal elections, under penalty of perjury or other punishment.[10] Seven states — Alabama, Arizona, Georgia, Kansas, Louisiana, New Hampshire, and Wyoming — have laws requiring verification of citizenship at the time of voter registration, whether in effect or not. In three states — California, Maryland, and Vermont — at least one local jurisdiction allows noncitizens to vote in some local elections. Noncitizens registering to vote in those elections must complete a voter registration application provided by the local jurisdiction and are not eligible to register as state or federal voters.

    Voter ID requirements

    Pennsylvania does not generally require voters to present identification while voting. However, a voter who is voting at a polling place for the first time must present identification.[11]

    Early voting

    Pennsylvania voters can cast mail ballots in person. According to the Pennsylvania Department of State's Office of Communications and Press, "Once a county’s ballots are finalized and printed, a registered voter can apply for their mail ballot in person at their county election office, complete it, then submit it all in one visit. Voters should check their county's website to see when they have final ballots available and what hours their election office is open."[13] For more information, visit this website.

    Early voting permits citizens to cast ballots in person at a polling place prior to an election. In states that permit no-excuse early voting, a voter does not have to provide an excuse for being unable to vote on Election Day. States that allow voters to cast no-excuse absentee/mail-in ballots in person are counted as no-excuse early voting states.

    Absentee voting

    Beginning with the April 28, 2020, primary election, all Pennsylvania voters are eligible to cast absentee ballots. The change came about as a result of SB421, an omnibus election law bill which Pennsylvania Governor Tom Wolf (D) signed into law on October 31, 2019.[14][15]

    Pivot Counties

    Three of 67 Pennsylvania counties—4.5 percent—are pivot counties. These are counties that voted for Barack Obama (D) in 2008 and 2012 and for Donald Trump (R) in 2016. Altogether, the nation had 206 pivot counties, with most being concentrated in upper midwestern and northeastern states.

    In the 2016 presidential election, Donald Trump (R) won Pennsylvania with 48.2 percent of the vote. Hillary Clinton (D) received 47.5 percent. In presidential elections between 1900 and 2016, Pennsylvania cast votes for the winning presidential candidate 76.7 percent of the time. In that same time frame, Pennsylvania supported Republican candidates for president more often than Democratic candidates, 53.3 to 43.3 percent. The state, however, favored Democrats in every presidential election between 2000 and 2012, but voted Republican in 2016.

    In 2012, Barack Obama (D) won 89 out of 203 state House districts in Pennsylvania with an average margin of victory of 37.4 points. In 2016, Hillary Clinton (D) won 84 out of 203 state House districts in Pennsylvania with an average margin of victory of 37.3 points. Clinton won 19 districts controlled by Republicans heading into the 2018 elections.
    In 2012, Mitt Romney (R) won 114 out of 203 state House districts in Pennsylvania with an average margin of victory of 20 points. In 2016, Donald Trump (R) won 119 out of 203 state House districts in Pennsylvania with an average margin of victory of 28.2 points. Trump won 17 districts controlled by Democrats heading into the 2018 elections.

Under federal law, the national mail voter registration application (a version of which is in use in all states with voter registration systems) requires applicants to indicate that they are U.S. citizens in order to complete an application to vote in state or federal elections, but does not require voters to provide documentary proof of citizenship. According to the U.S. Department of Justice, the application "may require only the minimum amount of information necessary to prevent duplicate voter registrations and permit State officials both to determine the eligibility of the applicant to vote and to administer the voting process."
