Each state and territorial delegation selected one male and one female delegate to sit on the RNC Rules Committee, a 112-member body responsible for crafting the rules that governed the 2016 Republican National Convention's proceedings. The Rules Committee members from Delaware were Richard Forsten and Ellen Barrosse.

Delegates from Delaware to the Republican National Convention were elected at a state convention in April 2016. Delaware GOP bylaws stipulated that delegates were to be bound to support the candidate who won a plurality of the vote in the state primary election.

Delegate allocation

Delaware had 16 delegates at the 2016 Republican National Convention. Of this total, three were district-level delegates (all representing the state's single congressional district). Delaware's district delegates were allocated on a winner-take-all basis; the plurality winner of the primary received all of the state's district delegates.[1][2]

Of the remaining 13 delegates, 10 served at large. Delaware's at-large delegates were also allocated on a winner-take-all basis; the plurality winner of the primary received all of the state's at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention. The RNC delegates were required to pledge their support to the winner of the state's primary.[1][2]
