After 23 years of service, Judge James L. Shumate retired from the Utah Fifth Judicial District Court on March 31, 2014.[1] After graduating from the University of Utah School of Law in 1975, Judge Shumate opened his own law practice in Cedar City, Utah. He then went on to serve as a public defender and later as the chief prosecutor for Iron County. Judge Shumate was then elected to Utah's Fifth Circuit Court where he served as a judge from 1991 to 1992. In 1992, he was appointed to the Fifth Judicial District.[1][2] In answer to the rise of methamphetamine use in Utah, Judge Shumate helped establish Southern Utah's Drug Court in 1998, a specialized court that works closely with the drug offenders and stresses rehabilitation to reduce recidivism rates. The participants of the Drug Court program are monitored over an eighteen-month period and "graduate" after successfully completing the program.[2] During his retirement, Judge Shumate plans on continuing his life of public service as a senior judge on juvenile delinquent cases and serving as a court mediator.[2] | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
