After 23 years of service, Judge James L. Shumate retired from the Utah Fifth Judicial District Court on March 31, 2014. After graduating from the University of Utah School of Law in 1975, Judge Shumate opened his own law practice in Cedar City, Utah. He then went on to serve as a public defender and later as the chief prosecutor for Iron County. Judge Shumate was then elected to Utah's Fifth Circuit Court where he served as a judge from 1991 to 1992. In 1992, he was appointed to the Fifth Judicial District. In answer to the rise of methamphetamine use in Utah, Judge Shumate helped establish Southern Utah's Drug Court in 1998, a specialized court that works closely with the drug offenders and stresses rehabilitation to reduce recidivism rates. The participants of the Drug Court program are monitored over an eighteen-month period and "graduate" after successfully completing the program. During his retirement, Judge Shumate plans on continuing his life of public service as a senior judge on juvenile delinquent cases and serving as a court mediator.
