The Rhode Island Budget Power and Executive Succession, Constitutional Amendment 7, also known as Question 7, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred constitutional amendment. It was approved. The amendment tasked the governor with presenting an annual budget and named the House Speaker to become governor in the event of both the governor and lieutenant governor dying or becoming incapacitated.[1]
