The Rhode Island Community Facilities for the Mentally Retarded, Proposal 8 was on the ballot in Rhode Island on November 3, 1970, as a legislatively referred bond question. It was approved. The measure approved up to $6.5 million in bonds for grants for community facilities for the mentally disabled.[1]
