The Rhode Island Constitutional Amendments and Revisions, Proposal 5 was on the ballot in Rhode Island on November 6, 1973, as a convention referred constitutional amendment. It was approved. The amendment replaced Article XIII of the Rhode Island Constitution, allowing legislatively referred constitutional amendments and an automatic ballot referral every ten years should the Rhode Island General Assembly not refer a question of a constitutional convention in that timeframe.[1]
