The Rhode Island Director of Business Regulation is a state executive position in the Rhode Island state government. The director is responsible for the regulation and licensing of Rhode Island businesses, professions, and other specified economic activities. The director serves as the state banking commissioner, commissioner of insurance, real estate administrator, and the state boxing commissioner.[1]

Current officeholder

The current Rhode Island Director of Business Regulation is Elizabeth Kelleher Dwyer (nonpartisan). Dwyer assumed office in 2023.

Authority

The Department of Business Regulation, with the director of business regulation as its head, is established under title 42 of the Rhode Island general laws.[1]

§ 42-14-1:

There shall be a department of business regulation. The head of the department shall be the director of business regulation who shall carry out, except as otherwise provided by this title, this chapter; chapters 1, 2, and 4 – 12, inclusive, of title 3; chapters 3, 20.5, 38, 49, 52, 53 and 58 of title 5; chapter 31 of title 6; chapter 11 of title 7; chapters 1 – 29, inclusive, of title 19, except § 19-24-6; chapter 26 of title 23; chapters 1 – 36, inclusive, of title 27. The director of business regulation shall also perform the duties required by any and all other provisions of the general laws and public laws insofar as those provisions relate to the director of revenue and regulation, chief of the division of banking and insurance, chief of the division of intoxicating beverages, and each of the divisions, except as otherwise provided by this title.
