The Rhode Island Environmental Management, Bond Proposal 4, also known as Question 18, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred bond question. It was approved. The measure authorized $6 million in bonds for capital development. $2 million went towards state ports for commercial fishing, $4 million for public recreation facilities and $10 million for agricultural preservation.[1]
