The Rhode Island Home Rule, Constitutional Amendment 13, also known as Question 13, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred constitutional amendment. It was defeated. The amendment would have granted municipalities greater power over local affairs.[1]
