The Rhode Island Industrial Building Authority, Proposal 3 was on the ballot in Rhode Island on November 6, 1979, as a legislatively referred state statute. It was approved. The measure authorized the Rhode Island Industrial Building Authority to insure mortgage loans contingent on renovating industrial buildings.[1]
