The Rhode Island Industrial Building Authority Expansion - Mortgage Insurance Question, also known as Question 23, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred state statute. It was approved. The measure authorized the state to pledge credit to insure mortgage payments on used machinery and equipment as well as second mortgages held by local development authorities.[1]
