The Rhode Island Junior College Development, Proposal 4 was on the ballot in Rhode Island on November 3, 1970, as a legislatively referred bond question. It was defeated. The measure would have authorized up to $12.25 million in bonds for further development of the Rhode Island junior college system.[1]
