The Rhode Island Recreational Building Authority, Proposal 5 was on the ballot in Rhode Island on November 3, 1970, as a legislatively referred state statute. It was defeated. The measure would have increased the maximum amount of a mortgage loan for one private recreational project that could be insured by the state recreational building authority from $1 million to $3 million.[1]
