The Rhode Island Water Resources, Proposal 3 was on the ballot in Rhode Island on November 4, 1980, as a legislatively referred bond question. It was approved. The measure authorized $5.23 million in bonds for pre-construction work relating to the Big River reservoir and water treatment plant.[1]
