Ricardo Olegario was a candidate for at-large representative on the Bend-La Pine Schools school board in Oregon. Olegario was defeated in the at-large general election on May 16, 2017.

Biography

Olegario's professional experience includes working in investment and product management. He received his M.B.A from Stanford University and his B.S. in engineering from MIT.[1]

Four of the seven seats on the Bend-La Pine Schools school board were up for general election on May 16, 2017. All four incumbents filed for re-election and each won another term on the board. Zone 1 incumbent Cheri Helt faced challenger Angela Chisum. Zone 2 incumbent Julie Craig ran unopposed. Zone 4 incumbent Stuart Young faced Richard Asadoorian. At-Large Zone 7 incumbent Carrie Douglass faced Ricardo Olegario and Troy Reinhart.[2][3]

The filing deadline in Oregon for a campaign transaction is typically no later than 30 calendar days. However, beginning on the 42nd day before an election day and through the date of the election, a transaction is due no later than seven calendar days after the date it occurred. The dates for the beginning and ending of the seven-day reporting period for the 2017 Oregon school board elections were:[4]

  • April 4, 2017 (Seven day campaign finance reporting begins)
  • May 16, 2017 (Seven day campaign finance reporting ends)

A school board candidate in Oregon must form a candidate committee unless he or she meets all of the following conditions:[5][6]

  1. The candidate elects to serve as his or her own treasurer.
  2. The candidate does not have an existing candidate committee.
  3. The candidate does not expect to receive or spend more than $750 during a calendar year (including personal funds).

A candidate committee must file a Statement of Organization with the Elections Division of the Oregon Secretary of State within three business days of first receiving or spending money. A form including campaign account information must accompany the Statement of Organization.[5][7]

Candidate committees that expect to receive or spend $3,500 or more in a calendar year are required to report all transactions. A committee that does not expect to receive or spend this much is still required to file a Statement of Organization and designate a campaign bank account, but does not have to file transactions. Instead, they must file a Certificate of Limited Contributions and Expenditures.[5][8]

Olegario made the following statement on his Facebook campaign page:

My name is Ricardo (Rick) Olegario. When my wife and I moved her with our kids several years ago, one of the biggest reasons was Bend’s great public school system. The district we left (Palo Alto) was considered the top district in the state, and we feel that currently the Bend-La Pine public schools are equally excellent.

Serving on the PTA board, the school Site Council, and the district’s budget committee has given me unique insight into both the successes and looming challenges for the district. When several current and former boardmembers approached me to run for the open board position, I was thrilled about making a bigger contribution to the district.

My goal is to bring leadership, pragmatism, consensus building and an analytical mindset to drive continuous improvement throughout the district and make Bend-La Pine THE top district in the state, where all kids receive a first-class education. I will accomplish this by focusing on:

• Providing teachers & staff the best tools, technology & training for them to perform their jobs effectively while maintaining a high bar for new talent

• Engaging parents more as key stakeholders vital in their kids’ success at school

• Employing best practices to get the most out of district investments both inside and outside of the classroom

• Bringing state education funding back up to past levels

• Approaching education funding with a fiduciary responsibility to the taxpayers and approach major decisions with transparency and accountability[9]
