Richard A. Dailey
Richard A. Dailey was a judge for the Delaware County Circuit Court in Indiana. He announced his retirement on October 14, 2011.[1] Alan Wilson was appointed to finish the term, which ended in 2012.[2][3]
Kimberly S. Dowling was then elected to the vacancy in 2012.[4]
Intimidation charges
In October 15, 2009, an incident took place in the Delaware County Justice Center when Jerry Cook, a member of Prosecutor Mark McKinney's staff, approached Dailey, who was waiting to speak with a fellow judge, and Dailey reportedly became upset and suggested that Cook leave the building. Special Prosecutor David Powell was then appointed to determine whether or not Judge Dailey's actions constituted crimes of intimidation or disorderly conduct and found that they did not in a report issued during the week of May 16, 2010. As a result, Dailey did not undergo a criminal prosecution.[5]
