Richard Rogers – Community Leader & Advocate

Richard Rogers has been a proud resident of DeSoto for over 46 years and has a deep passion for politics and civic engagement. Committed to strengthening his city, state, and country, Richard has actively served in various leadership roles over the past three years, working to enhance the quality of life in DeSoto.

His civic involvement includes:

Tri-Cities Animal Shelter Board – Advocated for the welfare of animals and contributed to improving shelter operations for DeSoto and neighboring cities.

Keep DeSoto Beautiful Board – Actively promotes environmental sustainability, beautification projects, and community engagement initiatives.

Charter Review Committee – Assisted in evaluating and recommending updates to the city’s charter to ensure effective governance.

DeSoto Civic Academy & DeSoto Civic Fire Academy – Participated in these programs to gain valuable insights into the operations of local government and public safety services.

Richard’s dedication to DeSoto extends beyond service—he is committed to fostering positive change and ensuring the city remains a thriving, vibrant community for all residents.
  • Revitalizing Our Economy Hampton Road serves as the central artery of DeSoto's economy. By implementing the Hampton Road Corridor Plan, we aim to transform this area into a vibrant destination for residents and visitors alike. This redevelopment focuses on creating a mixed-use, walkable environment that will attract businesses and stimulate economic growth.
  • Enhancing City Beautification As an active member of the Keep DeSoto Beautiful Board, I have been involved in initiatives such as biannual city-wide litter pickups and annual Arbor Day tree giveaways. These programs foster community pride and environmental stewardship. I propose expanding these efforts to further beautify our city, as an attractive environment is essential for a thriving community.
  • Building Trust Through Transparency It is imperative to restore trust between city leadership and our citizens. I pledge to uphold complete transparency in all my actions as a council member. From day one, I will work diligently to rebuild the trust that has been eroded in recent years, ensuring that our government operates openly and accountably. By focusing on these priorities, we can create a prosperous, beautiful, and trustworthy DeSoto for all residents.
Hampton Road is pivotal to DeSoto's future. Currently, 85% of our residents, including my own family, earn their livelihoods outside the city. I envision a DeSoto where we can return home to enjoy a meal at a local sit-down restaurant accompanied by live music. The Hampton Road Master Plan aims to create such opportunities for our citizens. A significant challenge in this initiative is the rezoning of areas along Hampton Road. The proposed Hampton Road Character Code introduces new zoning Center, Urban General, Neighborhood Services, Urban Neighborhood, and Neighborhood Transition to foster a welcoming environment.
As an elected official, I believe the role is more than just a position—it is a higher calling that demands integrity, accountability, and an unwavering commitment to the people I serve. When elected, my primary responsibility will be to represent my constituents, ensuring that their voices are heard and their concerns are addressed.

I will always listen to the needs and aspirations of the community, advocating on behalf of every resident—regardless of economic status or background. True leadership requires inclusivity, respect, and a dedication to the greater good.

Furthermore, I recognize the importance of upholding the integrity of my position by showing respect for the council, the city, and the democratic process. Loyalty to my constituents, my city, and the council as a whole will guide my decisions, ensuring that I serve with honesty, fairness, and a steadfast commitment to progress.
A Defining Moment in My Political Journey

One of the first historical events I vividly remember was meeting President Gerald Ford when I was 12 years old. That moment left a lasting impression on me and sparked my deep interest in government and public service. Standing face to face with a sitting U.S. president, I felt inspired by the power of leadership and the responsibility that comes with serving the people.

That encounter ignited a lifelong passion for politics and civic engagement. Since then, I have had the honor of meeting two other presidents and even working for them in different capacities. Each experience reinforced my belief in the importance of strong, accountable leadership and the impact that dedicated public servants can have on their communities.

That early moment with President Ford was more than just a handshake—it was the beginning of my journey toward public service, shaping my commitment to making a difference in my city, state, and country.
The Value of Experience in Public Office

Yes, I firmly believe that prior experience in government or civic engagement is highly beneficial for those seeking public office. Leadership requires more than just a desire to serve—it demands knowledge, preparation, and a deep understanding of how government functions.

Public service is not a role where one can simply step in and figure things out along the way. Once elected, officials must be ready to lead, make informed decisions, and effectively address the needs of their constituents from day one. Experience provides the necessary foundation to navigate complex policies, collaborate with stakeholders, and drive meaningful progress for the community.

While passion and fresh perspectives are valuable, a strong grasp of governance ensures that leaders can serve with confidence, competence, and accountability. That is why I believe experience matters—it equips public servants with the tools needed to make a real, immediate impact.
Building Trust Through Transparency

Restoring trust between city leadership and our citizens is essential for a thriving and engaged community. As a council member, I pledge to uphold complete transparency in all my actions, ensuring that government decisions are made openly and with the public’s best interest in mind.

From day one, I will work diligently to rebuild the trust that has been eroded in recent years by advocating for clear, accessible financial reporting, ethical decision-making, and open lines of communication between city officials and residents. Accountability is the foundation of good governance, and I will support policies that promote responsible budgeting, eliminate wasteful spending, and provide citizens with full insight into how their tax dollars are being used.

A transparent government is an effective government. By fostering an environment of openness, honesty, and accountability, we can strengthen public confidence and ensure that every decision reflects the needs and priorities of the people we serve.
