Richard "Rich" Bagger is an executive vice president for corporate affairs and market access at Celgene Corporation, a biopharmaceutical company. He helped manage the transition team for Donald Trump's 2016 presidential campaign.[1]
Career
Early career
While an undergraduate at Princeton University, Bagger began working in politics as a legislative aide in the New Jersey State Assembly. After graduating with a bachelor's degree from Princeton, he enrolled in law school at Rutgers University and won a race to be on the city council in Westfield, New Jersey. Bagger received his law degree from Rutgers in 1986 and continued to serve on the council until becoming mayor of the town in 1990.[2]

From 1992 to 2002, Bagger served in the New Jersey State Assembly, representing the 22nd Legislative District. In 2001, he ran for the New Jersey State Senate, defeating Democratic candidate Ellen Steinberg. In 2003, Bagger left government service to work for Pfizer as a vice president of government relations.[3]
Chris Christie advisor
On December 4, 2009, Chris Christie announced that Bagger would serve as chief of staff in Christie's gubernatorial administration. Upon making the appointment, Christie said, "I believe for better or for worse, this staff will reflect my personal style of leadership and decision-making."[4] According to the Daily Princetonian, Bagger's main focus as chief of staff was addressing the state's budget deficit.[2] Bagger left his position as chief of staff at the end of 2011, returning to the private sector to work as vice president of the pharmaceutical company Celgene Corporation.[5] According to the Newark Star-Ledger, Christie's staff under Bagger was "considered the most disciplined and tightly controlled in recent years." Christie said, "I am extremely proud of all we accomplished in two years with my cabinet and senior staff, led by Rich Bagger and Jeff Chiesa. I need to extend special gratitude to Rich Bagger for his remarkable leadership, intelligence and humor — even in the most trying moments."[6]

In June 2016, The New York Times reported that Bagger was helping to guide the transition team for Donald Trump's presidential campaign. According to the paper, Chris Christie, the leader of the transition team, enlisted Bagger to help outline what a potential Trump administration would look like. The paper wrote:[1]

Donald Trump presidential transition team, 2016-2017
Bagger was a member of Donald Trump's presidential transition team in his first presidential term. The transition team was a group of around 100 aides, policy experts, government affairs officials, and former government officials who were tasked with vetting, interviewing, and recommending individuals for top cabinet and staff roles in Trump's administration. According to Politico, Bagger was one of the first members of the transition team and early on "played a central role in hiring transition staff, developing an infrastructure, setting up policy- and agency-focused teams and culling shortlists for top administration jobs." Bagger's role was diminished in November 2016 when Vice President Mike Pence took over the chairmanship of the transition efforts.[8]
