Richard Beard was born in Greensboro, North Carolina. He earned a bachelor's degree from the Greensboro College.[1]

Richard Beard is a seasoned economic development professional with over 30 years of experience in site selection, business recruitment, and industrial development in Greensboro. A Page High School and Greensboro College graduate, Richard began his career in 1993 with the Roanoke Valley Economic Development Partnership, returning to Greensboro in 1996 as Senior Project Manager with the Chamber of Commerce. He later joined the private sector in site location consulting before joining Simpson Schulman & Beard Commercial Real Estate in 2005, where he led the acquisition of Rock Creek Center, creating over $1 billion in new tax base and 5,000+ jobs. In 2022, he became President & CEO of the Greensboro Sports Foundation, driven by his passion for sports tourism's economic impact. Richard serves on the board of Greensboro's Learn to Swim program with Guilford County Schools. Running for City Council At-Large represents a natural next step to apply his decades of economic development expertise and collaborative leadership directly to public service, helping streamline city operations and continue building the community he has invested his career in strengthening.

As a City Council At-Large member, I believe the core responsibilities center on strategic leadership that serves all of Greensboro's residents and neighborhoods. First and foremost is fiscal stewardship - ensuring taxpayer dollars are invested wisely in infrastructure, services, and initiatives that create long-term value for our community. This includes making tough budget decisions while maintaining essential services that residents depend on.

Economic development leadership is equally critical. Council members must work collaboratively to create an environment where businesses can thrive, jobs are created, and our tax base grows sustainably. My three decades in economic development have shown me that strategic public-private partnerships and streamlined processes are essential for attracting investment while ensuring development benefits all residents.
Effective governance requires cutting through bureaucratic red tape that delays projects and frustrates residents trying to access city services. Council members should advocate for efficient, responsive government that works for families, businesses, and community organizations alike.

Community representation means listening to constituents across all neighborhoods and demographics, ensuring diverse voices are heard in city planning and policy decisions. This includes supporting youth programming, infrastructure improvements, and quality-of-life initiatives that make Greensboro attractive for families and businesses.

Finally, collaborative leadership is essential - working constructively with fellow council members, city staff, county government, and state representatives to address regional challenges and opportunities. My experience building partnerships across sectors has prepared me to bring people together around shared goals for Greensboro's continued growth and prosperity.
I want to be remembered as someone who helped Greensboro reach its full potential as a thriving, inclusive community where families and businesses choose to invest their futures. Having grown up here, graduated from Page High School, and built my career in this city, I understand firsthand what makes Greensboro a special place to put down roots and raise a family.

My legacy should be measured in tangible results: streamlined city processes that remove unnecessary barriers, strategic investments in infrastructure and youth programming that benefit generations to come, and continued growth that creates opportunities across all of Greensboro's diverse neighborhoods. I want to help ensure that today's young families have the same opportunities I had - to build meaningful careers, raise their children in safe neighborhoods, and contribute to a community that values both tradition and progress.
Most importantly, I hope to leave behind a city government that operates with the same collaborative spirit and results-oriented approach that has guided my career. I want future residents to experience what I've been blessed to experience - a city where you can grow professionally, where your children can thrive in quality schools and programs, and where multiple generations of families choose to stay and build their lives.

The greatest legacy would be preserving and enhancing Greensboro's reputation as a place where families want to plant roots for the long term. Success means leaving office with Greensboro positioned as a community that attracts young families, supports existing residents through all stages of life, and maintains the character and values that have made it home to generations of families like mine.
