Richard Bell was the Arkansas Secretary of Agriculture from 2005 to June 30, 2012.[1] Bell was appointed to his position by former Governor Mike Huckabee on August 15, 2005.[1]

Before becoming secretary, Bell was president of Riceland Foods Incorporated, an Arkansas rice farm cooperative, from 1981 to 2004. Before becoming president, he was Riceland's executive vice president and CEO. Bell has also served as an assistant secretary for international affairs and commodity programs for the U.S. Department of Agriculture and as chairman of the Federal Crop Insurance Corporation. Earlier in his career, he was a foreign service officer with the U.S. Foreign Agricultural Service.
