Richard Carter was a 2012 candidate for District 45 of the Nebraska Unicameral.
Carter is an economist by profession and also teaches Economics and Business courses at Metropolitan Community College. He served seven years of active duty in the Air Force, seeing combat in Iraq and Afghanistan.
Carter holds a Bachelor's of Business Administration and Master of Arts in Economics.

Lower taxes for all Nebraskans
- Excerpt: "I believe that hard working Nebraskans deserve to keep more of the money they earn. If elected I will work to lower the state tax rate across the board. I don’t believe that one group should get a tax break at the expense of another. Under my plan every Nebraska family would see more money in their pockets. My plan would lower taxes while honoring our constitution’s requirement of a balanced budget. This will keep Nebraska’s economy on a path to prosperity."
Eliminate job killing regulations
- Excerpt: "The best way to increase both the number and quality of jobs in our state is to eliminate burdensome regulations that kill jobs. We can do this in a responsible and logical manner that would create an environment where Nebraska would be a magnet for the high paying jobs that our citizens deserve. In recent years we have made Nebraska more attractive to incoming business, but I know that we can do better. If elected I will carefully examine both current laws and future proposals to make sure that they don’t put excessive burdens on our economy that would restrict job creation."
Eliminate the Death Tax
- Excerpt: "I aim to keep Nebraska’s resources in Nebraska. Our state is only one of eight states that penalizes its citizens with a death tax. I believe this policy is wrong both on moral and economic grounds. Taking a family’s inheritance from under their feet when they are hurting the most is just wrong. Economically it hurts our state by providing an incentive to move capital and retire in other states. I will work to stop coercing our senior citizens into leaving our state by eliminating the death tax."
Keep our highly trained veterans in Nebraska
- Excerpt: "Nebraska is losing valuable members of its workforce by taxing military pensions. Under my plan Nebraska would join the 17 other states that do not tax these pensions. Doing so would keep highly trained veterans in our state increasing economic activity and revenue. Veterans who choose to stay in Nebraska pay property and sales taxes that would otherwise go to other states. We have a strong military community in our state and I want to provide an incentive to keep it here."

Carter ran for election in the 2012 election for Nebraska State Senate District 45. Carter was unopposed in the May 15 primary election and was defeated by Sue Crawford in the general election, which took place on November 6, 2012.[2][3]
