Bartel ran for election to the Orphans Court of Cecil County.
Primary: He was successful in the Democratic primary on June 24, 2014, receiving 44.8 percent of the vote. He competed against incumbent Judge W. Edwin Cole, Jr. Both candidates were unopposed in the primary. 
General: He was defeated in the general election on November 4, 2014, after receiving 10.7 percent of the vote. He competed against Sally Saunders Camp, Pete Pritchard, and incumbent judges, W. Edwin Cole, Jr. and Carolyn Crouch for three open seats. [2][3]
