Hello,

I am Richard Cowell, candidate for Missouri State Representative in the 84th District. I have the qualifications to serve YOU and want to earn your vote.

I am a native of Saint Louis, MO, born/raised in the MO 84th District. I know this district intimately well. I am a Disabled US Army Veteran, with College Degrees in Aerospace and Computer Science, and have over 25 years of practical experience providing viable business solutions for American Industries including Aerospace, Government, Health Care, Education, Banking/Finance, and Telecomm to name several.

My motivation to run for political office is simple. Our current system of government is dysfunctional. We are being levied and taxed a every turn, with little expected return on investment. Economically speaking, we know this is unsustainable.

We must move forward towards a better course! By electing me into office, I will work with all our elected officials to implement positive, common sense reforms and viable solutions in our state that serves all citizens.

If anything else, at least try voting for the Republican for once. The worst that can happen is you'll have: • More money in your pocket • Your Cost of Living will go down • Your Children will have a future to look forward to

• You will have Common Sense policies that actually benefit you
  • MORE MONEY IN YOUR POCKET STARTS HERE!

Revitalize Economic Opportunities: • Introduce low interest business loans and reduce state tax rates for the first two years to qualified Missourians desiring to start small businesses.

    • Deregulate overbearing state restrictions to encourage and incentivize more favorable business opportunities for Missouri citizens and outside investors that allow for economic growth in the private sector.

    • Eliminate state income taxes, personal property taxes on vehicles, and repeal the state gasoline tax hikes implemented for the last four years.
  • ECONOMIC IMPROVEMENT AND INVESTMENT CANNOT BE ACHIEVED WITHOUT ENFORCING PUBLIC SAFETY! Safety First: • Refund and reform all Missouri law enforcement agencies that prioritize enforcement on criminal activities versus ordinance/regulatory violations. • Minimal salary requirements for all Missouri law enforcement agencies. • Fully fund all State Mental Healthcare Services. Refocusing efforts with long-term psychotherapy, drug/alcohol treatments, and occupational rehabilitation/training. • Implement stronger prison sentences and penalties against repeat violent felons.
  • FOR A CHILD'S FUTURE TO BE SECURED, THEIR EDUCATION, DEVELOPMENT, AND LEARNING IS ESSENTIAL! Education: • Freedom for Missouri Parents to choose where their children are educated with the tax dollars following the child. • Raises and bonus incentives for Missouri Teachers based on actual merit and true performance factors. • Employ certified armed safety officers at all Missouri schools. • Create a process to remove, permanently ban, and prosecute any educators and school board members who violate the civil rights of any Missouri parents/students. • Encourage more pathways for students who choose technical and skilled trade school opportunities while in High School.
HEALTHCARE REFORMS

Healthcare is just too expensive! We must reform our State Healthcare System!

Efforts should be focused on curing and prevention over treatment and pharmaceuticals where practicable. Reforms on the Insurance companies, Healthcare Management Organizations/Networks, and Big Pharma that limit profits over affordability. Bringing more Healthcare Options to the free market for citizens to choose from.
Common Sense leads most of my political philosophy. I am a big follower of history, which helps guide me, understand and put things into perspective.
Synergy must coexist between the governor and legislators for a successful government to function and operate. Finding common ground and knowing we are all here to serve the citizens first.
Eliminating Big Money Influence from our Elections and Politics.
No. The ability to look outside of the box, from a differing perspective, is essential. Ultimately, it comes down to state legislators having common sense.
Of course! That is the only way to establish and achieve common goals as legislators.
There are so many to choose from. I may serve these the best, if elected.

Education - Elementary and Secondary or Higher
Health and Mental Health
Appropriations-Corrections and Public Safety
Critical Issues, Consumer Protection and Housing
Joint Committee on Economic Development, Policy and Planning
Joint Committee on Correctional Institutions and Problems

Public Safety, Law Enforcement and Veteran Affairs
Without either, we do not have a government that truly serves the people.
