Dallinger is a retired music teacher.[1]

Three of seven seats on the Council Bluffs Community School District Board of Education in Iowa were up for at-large general election on September 12, 2017. Two incumbents filed for re-election.[2] Incumbent Jill Ogg-Gress and newcomers Kyle McGlade and John Minshall defeated incumbent Susan Riley and former candidate Richard Dallinger.[3]

Four of the seven seats on the Council Bluffs Board of Education were up for election on September 8, 2015. The available seats represented the district at-large.
Incumbents Troy Arthur, David Coziahr and Bill Grove ran for re-election in a race for the four available seats. Challengers included Richard Dallinger and Chris LaFerla. Incumbent J.J. Harvey did not seek re-election.[4][5]
Arthur, Coziahr, Grove and LaFerla defeated Dallinger and won the election for the four seats.[6]

Funding
Dallinger reported no contributions or expenditures to the Iowa Ethics and Campaign Disclosure Board during the election.[7] Any candidate spending, receiving or incurring debt in the amount of $1,000 or less was not required to file the disclosure form for campaign finances.[8]
