Richard Dulee
Richard W. Dulee was a 2014 Democratic candidate for District 42 of the West Virginia House of Delegates.[1]
Campaign themes
2014
Dulee's website highlighted the following campaign themes:[2]
- Education
- Excerpt: "Education represents nearly 50% of the West Virginia annual operating budget. Public school education is close to my heart and these proposals grow out of three decades as a teacher, counselor and leader."
- Accountability
- Excerpt: "Legislators must be held accountable. I intend to hold our current Delegates accountable for their actions, or lack of them, in Charleston."
- Home Rule and Local Option
- Excerpt: "The Legislature has extended the Home Rule Project for municipalities and Lewisburg is currently exploring becoming one of the 20 cities that would be recognized under the program. It is a wise move. Home Rule recognizes that in many situations localities are better equipped to evaluate their needs than the state government in Charleston. It is a principle I believe needs to be extended."
- Ballot Referendums
- Excerpt: "We must find ways to stimulate and increase public engagement in civic life. Involvement in politics, civic clubs, churches, arts and political organizations is at an all time low. Without an involved citizenry democracy cannot flourish."
- Fracking
- Excerpt: "I believe the karst topography of the Greenbrier Valley is incompatible with horizontal drilling. Additionally, the valley's two main industries, tourism and agriculture, would be negatively impacted by the industry. I will support extension of the current regulations that make horizontal drilling subject to special regulations in karst and move for an outright ban on such practices in the Greenbrier Valley."
- Economic Development
- Excerpt: "It is important to acknowledge from the start that the 42nd district serves two distinct economic zones, each governed by unique needs and assumptions. The Greenbrier Valley, which encompasses the eastern portion of Greenbrier and the parts of Monroe and Summers counties included in the 42nd, has an agriculture and tourism based economy. The western part of Greenbrier, atop the Appalachian plateau, has an economy dependent upon extractive industries and a fledgling tourist trade. As a delegate I will support measures which compliment the unique interests of each."
