Richard E. Welch, III was an associate justice for the Massachusetts Superior Courts.[1] He was nominated to the court by former Governor William Weld (R) in 1994.[2] Welch may serve on the court until he reaches the mandatory retirement age of 70.[3]

Welch received his undergraduate degree from Lake Forest College and his J.D. from Boston University.[4]

Impeachment request (2016)

Timothy Toomey, who was recalled from the Rowley Board of Water Commissioners earlier in the year, submitted a request to state Representative Bradford Hill (R) to impeach Judge Welch in May 2016.[5]

When a recall effort against Toomey was initiated, he sought a preliminary injunction to halt the recall process on the grounds that the recall had not initially included the legally required written affidavit explaining the reason for the recall. Judge Welch denied the motion. "This is a perfect example of a mob ruling the process," said Toomey. "The judge should have upheld the law."[5]

Representative Hill said he was considering the impeachment request. He said he wasn't sure that the judge's actions amounted to grounds for impeachment, which "are put forth when it is perceived that a judge has committed a criminal act or is acting in a way that is not in the best interest of the public."[5]
