Richard Eli Jackson
Richard Eli Jackson was a judge for the Second Circuit Court in Cecil County, Maryland.[1] Judges Jackson passed away in Baltimore, Maryland, March 7, 2010.[2] His successor on the Second Circuit Court was Keith Baynes.

Judge Jackson earned a Bachelor of Arts in history from Washington College in 1968 and his J.D. from the University of Maryland School of Law in 1978.[2]
