Richard "Rick" Kriebel was a 2016 Republican candidate for District 32 of the South Dakota State Senate.

Kriebel was a Rapid City Council Alderman and a member of the Rapid City Area Board of Education in South Dakota. He served on the city council from 2000 to 2004. Prior to that, he served one term on the board of education from 1994 to 1997. He ran for a new term on the school board in the general election on June 2, 2015, but was defeated by incumbent Matthew Stephens.[1]

Kriebel was an active opponent of the tax levy opt-out question that appeared on the 2015 ballot. While his opponent was part of a unanimous vote by the board of education to approve the measure, it was ultimately referred to a district-wide vote. Kriebel's critique of the opt-out largely focused on it not addressing what he saw as the cause of the district's budgetary problems: state funding failures. Kriebel's campaign for a new term on the board was not successful, but the opt-out was defeated at the polls.

Opposition

Three of the seven seats on the Rapid City Area Board of Education were up for election on June 2, 2015. Area 1 incumbent Matthew Stephens, Area 2 incumbent Sheryl Kirkeby and Area 7 incumbent Laura Schad sought re-election. Stephens defeated challenger Richard Kriebel, and Schad lost to her challenger, Katharine Thomas. Kirkeby won re-election unopposed.[6]

Kriebel reported $990.00 in contributions and $772.29 in expenditures to the Rapid City Area School District, which left his campaign with $217.71 on hand in the election.[7]

Kriebel provided the following responses to questions from the Rapid City Journal. The paper's questions are in bold.

Why are you running for this office? The school board is failing our kids by embracing the Common Core "standards," failing our parents with the "early release Wednesdays," failing our teachers and taxpayers by being apathetic about the funding formula and being irresponsible in the administration of the budget. The School Board is failing all of us by pursuing a tax increase complete with scare tactics and deception. To claim they are making cuts whilst adding nearly 50 full-time positions to include an administrator over the last two years is inexcusable.

What strengths do you possess that qualify you to serve on a governing body? I believe that my previous experience as a School Board member and city councilman is extremely beneficial. I believe that my history of listening and responding to the needs of the taxpayers will be much better than what we have now.[8]
