Nguyen is a former member of the Houston City Council in Texas, representing District F. He was elected to the council in November 2013.[1] He ran for re-election in 2015. Nguyen was defeated in the runoff election on December 12, 2015.

Nguyen is from Saigon, Vietnam. He received a bachelor's degree in psychology from Capital University and a master's degree in oriental medicine from Texas Health and Science University. He worked at Houston's Solid Waste Management Department for almost ten years.[2]

The city of Houston, Texas, held elections for mayor and city council on November 3, 2015. The filing deadline for candidates who wished to run in this election was August 24, 2015.[3] In the race for District F, incumbent Richard Nguyen and Steve Le advanced from the general election, defeating Kendall Baker. Le defeated Nguyen in the runoff election on December 12, 2015.[4][5]

Public Safety, Education, and Infrastructure are the three issues Richard feels are most important for District F, and he has worked to make improvements in those areas. He has been an supporter of Alief Independent School District’s COMET program- an after-school program that works with multi-family housing. Richard has directly funded overtime for HPD officers working in District F and worked to make the Bellaire Blvd. construction zone safer after several accidents occurred there. He has made mobility a priority going into year two and has secured future bond funds for District F’s first multi-service center.[6]
