Richard Robert Vance
Richard Robert "Dick" Vance was a judge for the Fourth Circuit Court in Tennessee.[1] He was appointed to the court by former Governor Don Sundquist in 1997 and was re-elected in 1998, 2006, and 2014. His last term would have expired in 2022.[2][3][4] He passed away on December 3, 2017.[5]

Vance ran for re-election to the Fourth Circuit Court.
Primary: He was successful in the Republican primary on May 6, 2014, receiving 64.0 percent of the vote. He competed against Scott Justice.
General: He won without opposition in the general election on August 7, 2014.

Education
Vance received his undergraduate degree from the University of Tennessee at Knoxville and his J.D. degree from the University of Tennessee at Knoxville College of Law. He was admitted to the Tennessee Bar in 1966.[2][8]
Military service
After graduating from law school, Vance joined the U.S. Air Force, where he served until 1971. He spent time on active duty in Korea and obtained the rank of captain serving both in the Judge Advocate General’s Department and as a military judge.[2]
Career
Vance began his career (following his departure from the U.S. Air Force in 1971) working in the Knoxville Law Department and practicing in Sevier and Knox counties. He then served as the chief assistant attorney general for the 4th Judicial District for over eighteen years. Vance has also taught as an instructor at Walters State College.[2]
