Richard M. "Dick" Skutt was a judge of the 3rd Circuit Court in Wayne County, Michigan. Former Governor Jennifer Granholm appointed Skutt July 27, 2004, to replace former Judge Richard P. Hathaway.[1] Skutt was elected to the court in 2006 and re-elected in 2008 and 2014.[2][3][4]  He passed away in February 2018.[5]

Education

Skutt received his B.S. from Eastern Michigan University in 1969 and his J.D. from Wayne State University in 1972.[1]

Career

Skutt began his career in 1973 as a staff attorney and director of the Food Litigation Project of the Michigan Legal Services. In 1974, he became the director of the Food Stamp Task Force of Community Action for Legal Services in New York City. He moved to Washington, D.C., in 1976 and worked as a staff attorney for the Food Research Action Center as a lobbyist on the 1977 Food Stamp Revisions until 1978. From 1978 to 1982, Skutt served as the director of Michigan Legal Services. He worked as a sole practitioner until 1982, when he began serving as a contract lobbyist for the Legal Services Corporation, Project Advisory Group and National Association of State Support Units. From 1985 to 2004, he was a partner at the law firm of Glotta Skutt & Associates, specializing in workers compensation and social security disability law. Skutt was appointed to the 3rd Circuit Court in 2004.[6][7]
