Biography
West earned a B.S. bachelor's degree from Old Dominion University in 1974, a graduate degree from the University of Virginia in 1979, and a doctoral degree from Virginia Tech University in 1998.[2] West served on the Chesapeake City Council from 2008 to 2017.[3][4][5]
