Richard Lee Winger (born August 27, 1943) was the publisher of Ballot Access News, a monthly newsletter covering developments in ballot access law.[1] Winger has been accepted as an expert on election law in federal courts in nine states.[2]


Biography

Richard Winger is from California. He graduated from the University of California, Berkeley, as a political science major in 1966 and attended graduate school in political science at UCLA.[3]

In 1985, Winger launched Ballot Access News.[4] According to Winger's resume, the newsletter covers "legal, legislative and political developments of interest to minor parties and independent candidates."[3] Winger stepped down as publisher in 2023.[5]

Winger has testified as an expert witness in various court cases involving third parties.[3]

Coalition on Free and Open Elections

In 1985, Winger helped found the Coalition on Free and Open Elections (COFOE). The organization supported efforts to liberalize ballot access laws through state legislatures as well as through the courts.[6] COFOE briefly had the backing of the ACLU, and has sponsored various lawsuits and other initiatives through the years.[7]

Political campaigns

In 1986, Winger ran for Secretary of State of California as the Libertarian nominee. He placed fourth out of five candidates, receiving 1.5% of the vote.[8]
