There was a Richmond Utility Users Tax Fee Change measure on the November 2 ballot in Richmond.

This measure sought to make it so that home owners and business owners only have one method in which they would calculate their utility bills owed. The measure would eliminate the flat rate option, only calculating 10 percent of your bill would be possible. Most do not use the flat rate currently because it usually costs more than the 10 percent calculation. The Chevron refinery located in Richmond though does use the flat rate and stated that their bill would rise significantly if the flat rate method is taken out. It also stated that they already pay the highest amount of fees and taxes and this measure would further hinder their ability to compete with other refineries.
