Florida's 18th Congressional District was a battleground district in 2016. Incumbent Patrick Murphy (D) chose not to seek re-election in 2016 in order to pursue a U.S. Senate bid. 2016

The following issues were listed on Kozell's campaign website. For a full list of campaign themes, click here.

  • Fostering Opportunity by Rebuilding a Healthy Economy: The best way to create opportunity for all hard-working Americans is to build a healthy economy where small businesses can thrive, innovate, and create jobs. As a small business owner, Rick saw first-hand the ways that good and bad fiscal policy from Washington can promote or hurt our local economy.
  • National Security and Peace Through Strength: Rick is a staunch believer in the principle of Peace Through Strength. In recent years America has begun to relinquish its role as the leader on the world stage and, in doing so, has empowered and emboldened our enemies. America must regain its position as a world leader by standing with its allies, maintaining a strong military, and defending the causes of freedom and liberty. We should not be legitimizing the Castro regime, the Iranian regime, or any other dictatorial regime that seeks to oppress individual liberties and peaceful democratic people.
  • Protecting the Constitution: In the era of Barack Obama, our Constitutional rights have come under siege. As a limited government Constitutional conservative, and as a Constitutional attorney, Rick is fully committed to defending our individual liberties from attack by the federal government. He believes in the principle of Federalism and states’ rights; he believes in the Constitutional separation of powers doctrine, which has been trampled by President Obama’s recent executive orders; and he believes in avoiding judicial activism on the Supreme Court by appointing Justices who believe in fidelity to the text of the Constitution.
  • Standing By our Veterans: America owes its freedom and its very existence to the brave men and women of our armed services who have given everything to defend the country they love. Rick has been blessed to realize the American Dream because of the great sacrifices of our veterans; and he is running for Congress to serve those who have served our nation. Supporting our veterans must be among America’s top priorities. The VA crisis is an inexcusable tragedy which we must work diligently to fix and which must never be permitted to occur again.
  • Repealing & Replacing Obamacare: For most Americans, providing quality healthcare for their families is becoming more and more difficult each day. After years of soaring healthcare costs in America, Obamacare’s massive regulatory scheme now threatens the core of the American healthcare industry by intruding on the patient-doctor relationship, hampering innovation in healthcare, and adding many cumbersome regulatory burdens to an industry where red tape is already prevalent.
