Rob Duchscher was an at-large representative on the Rosemount-Apple Valley-Eagan school board in Minnesota. He was first elected to the board in 1999, and he served until his resignation in March 2016.[1]

Duchscher graduated from Devils Lake High School before earning his undergraduate degree from the University of North Dakota. He was employed as the senior vice president of information technology at Starkey Hearing Technologies.[2]

The election in Rosemount-Apple Valley-Eagan featured four of the seven seats on the board up for at-large general election on November 3, 2015.

The seats of incumbents Joel Albright, Rob Duchscher, Jackie Magnuson, and Bob Schutte were up for election. All four incumbents filed to run for re-election, and they defeated challengers Craig Angrimson, Michael Atherley, and Sachin Isaacs for the four at-large seats. Angrimson previously ran unsuccessfully for a seat on the board in 2013.

Campaign themes

2015

Duchscher published the following on his campaign website:

I have worked extremely hard to accomplish a number of key items for our District.

1. Fiscal Stability. The District has adopted the philosophy of being fiscally conservative. We started 5 year fiscal projections years ago and these projections have allowed us to direct this District to a position of fiscal stability. Fiscally, we are in excellent shape. With the assumption that we will receive basic increases in MN State funding, our 5 year projections show us to be stable and clearly heading in the right direction.

2. Test Scores. Our test scores consistently beat the average test scores in the state and ultimately, our test scores are among the top in the state. Talk to a realtor. They will tell you, people move to our District because of our schools.

3. Spend where it counts. Once again, we recently announced that we are among the top in the State when it comes to spending money in the classroom versus in other areas such as administration. We have concentrated our funding where it counts the most and that is in the class room.

4. We continue to work to keep our students secure. When I went to school, well, we didn't worry about School security. Unfortunately in today's world, we must and we frequently assess and discuss what else can and/or should we be doing to keep our kids safe.

5. My work as a technologist in the commercial sector, allows me to bring commercial business processes and apply them to our District.

Finally, I am running for reelection because of my passion for educating all of our students. I bring 15+ years of 196 experience and 29+ years of commercial business experience to the Board. This experience has allowed me to help guide the District to the great position we are currently in. I would consider it an honor to continue to do this job for another 4 years. ​ Our School Board is the guiding body for our corporation that we call ISD 196. As demonstrated through fiscal responsibility and putting students first, our Board works extremely well together. You don't have to look too far to see the impact a Board can make on our students. A Board that doesn't have the right experience and personal dynamics, can have negative effects on the educational experience of our youth.

Our School Board knows that spending your money wisely in an effort to help all of our students reach their full potential works.[5]

Fiscal stability is the center point to everything we do. Being fiscally stable allows us to recruit and retain solid educators, which is key to our children's education. We are fiscally stable due to hard work and diligence to five-year financial and strategic planning.[5]
