In addition to serving on the Fullerton Joint Union High School District Board of Trustees, Singer is a member of the California School Boards Association Delegate Assembly and the Orange County School Boards Association Director for High Schools. He also serves on the Orange County Committee on School District Organization, the Museum of Teaching and Learning (MOTAL) Advisory Committee and the City of Fullerton Economic Development Team. In 2013, he received the Marian Bergeson Award as Orange County's “Outstanding Board Member.”[1]

Singer worked as a defense communications engineer and manager at Hughes/Raytheon and Boeing. He earned his bachelor's degree at Rensselaer Polytechnic Institute and his master's and doctoral degrees from Stanford University. He and his wife both graduated from the Fullerton Joint Union High School District, as did their two children.[1]

Three at-large seats on the Fullerton Joint Union High School District Board of Trustees were up for general election on November 4, 2014. The race featured three incumbents, Marilyn Buchi, Robert N. Hathaway and Robert A. Singer, and four challengers, Joanne Fawley, M.J. Noor, Zina B. Gleason and Ho Jeong Lim. All three incumbents won their bids for re-election.
