Robert C. Winkler (Republican Party) is a judge of the Hamilton County Court of Common Pleas General Division in Ohio. He assumed office on April 1, 2025. His current term ends in 2031.

Winkler (Nonpartisan, Republican Party) ran for election for judge of the Hamilton County Court of Common Pleas General Division in Ohio. Winkler won in the general election on November 5, 2024. He advanced from the Republican primary on March 19, 2024.

Biography

Education

Winkler received his undergraduate degree in accounting from the University of Cincinnati in 1983 and his J.D. from the Salmon P. Chase College of Law at Northern Kentucky University in 1987.[1]

Career

Prior to joining the Court of Common Pleas, Winkler served as a judge for the Hamilton County Municipal Court from 2001 until 2006. He also previously practiced law at the firm of McIntosh, McIntosh and Knabe, L.P.A., served as an assistant Hamilton County prosecutor, established a solo practice, and clerked for the Hamilton County Court of Common Pleas.[2][3]

Selection method

The judges of the Ohio District Courts of Appeals are selected through partisan primary elections followed by nonpartisan general elections.[5] Courts of appeals candidates are chosen in their respective appellate districts.[5] In the event of a midterm vacancy, the governor appoints a replacement. The appointee serves until the next general election taking place 40 or more days after the vacancy occurred. If re-elected, the judge serves the remainder of his or her predecessor's unexpired term.[5] In 2007, Governor Ted Strickland issued an executive order creating a judicial appointment recommendation panel to assist in making new appointments. The panel evaluates applicants and advises the governor, but the governor is not bound to the panel's recommendations.[5]

Qualifications

To serve on the court, a judge must be:

  • a district resident;
  • at least six years in the practice of law; and
  • under the age of 70.[5]

Selection of the chief judge

The chief judge of the Ohio District Courts of Appeal is chosen by peer vote and serves for one year.[5]
