Robert McColley
Robert McColley (Republican Party) is a member of the Ohio State Senate, representing District 1. He assumed office on December 5, 2017. His current term ends on December 31, 2026.
On January 6, 2026, Vivek Ramaswamy (R) selected McColley as his running mate in the 2026 gubernatorial election. Ramaswamy said in a statement: "I’m an entrepreneur, not a politician, and selected Rob to be a governing partner who can help advance our ambitious legislative agenda. Rob is a proven conservative leader, and he is committed to my vision to make the American Dream a reality for every Ohioan."[1]
On January 6, 2024, the Ohio State Senate voted McColley president of the senate.[2]Cite error: Closing </ref> missing for <ref> tag He graduated from Ohio State University in 2007 with a bachelor's in business administration.[2] He then attended the University of Toledo College of Law, graduating with his J.D. in 2010.[3]
McColley worked as an attorney after graduating law school, before joining the Henry County Community Improvement Corporation as an economic development director in 2014.[3] McColley got his start in politics when he ran to represent District 81 in the Ohio House of Representatives. He defeated Democrat John Lymanstall 73-27% in the general election. McColley ran unopposed in 2016.
In 2017, Senate Republicans voted to appoint McColley to represent District 1, filling the vacancy that resulted when Cliff Hite resigned.[4] McColley said, "I will continue to focus on issues that protect individual liberties, promote economic growth and that reflect the conservative values of the 1st Senate District."[5] McColley ran for re-election in 2018, defeating Adam Papin (D) 73-27%. McColley ran unopposed in 2022.
When he was elected Senate president, McColley said he would focus on tax reform, deregulation, and school choice.[6] In 2025, McColley backed and helped pass Senate Bill 1, which prohibits public universities in the state from implementing diversity, equity, and inclusion (DEI) initiatives and regulates classroom discussions around topics like climate change, abortion, and immigration policy.[7][8] Gov. Mike DeWine (R) signed the bill on March 28, 2025.[9] McColley said, "Education is the mission of our public universities and Ohio’s new law is a watershed moment at ensuring intellectual diversity on campus."[10]
In 2019, McColley co-sponsored Senate Bill 23, which prohibited abortion after the detection of a heartbeat.[11] Gov. DeWine (R) signed SB 23 on April 11, 2019. During the coronavirus pandemic, McColley co-sponsored Senate Bill 311, which would have repealed the state's stay-at-home order and limited Ohio Department of Health's authority to quarantine and isolate people.[12] DeWine vetoed the bill on December 4, 2020.[13]

Honoring Human Life

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
