Recall organizers sought the removal of Nicastro from the Howell Township Council based on allegations that he did not act in the township's best interest, failed to adhere to his oath of office, and did not represent the majority of township residents. O'Donnell told the Asbury Park Press that the recall was not related to Nicastro's support for an affordable-housing development on West Farms Road.[1]

Nicastro responded to the notice of intent to recall by saying that he opposed overdevelopment in the township, but the West Farms Road development was required to meet court-required housing mandates. He also noted that the township would face lawsuits from home builders if the development did not go forward.[1]

The Howell Township Clerk approved the intent to recall in April 2016, allowing organizers to gather signatures. Recall organizers needed at least 8,691 signatures from residents registered to vote in the last general election to move the effort forward. This signature total equaled 25 percent of registered voters in that election. The deadline to submit signatures for approval was 160 days after the clerk's approval of the notice of intent.[1]
