Primary: He was defeated in the primary on November 4, 2014, receiving 45.0 percent of the vote. He competed against Desiree Dyess. [1][2]

Owsley received a B.S. from Louisiana State University, and a J.D. from Tulane University School of Law.[3]

Owsley is a senior attorney at the law firm of Murchison and Murchison. His practice focuses on family law and civil litigation.[3]

Approach to the law

Part of a speech made by Owsley during his campaign, as reported by KLAX ABC 31 News:

I will always fairly apply the law when rendering decisions. Wherever you live, whomever you are, whatever your ethnicity and whomever you may be affiliated with will have absolutely no bearing on your day in court. Only the United States Constitution, the laws of the state of Louisiana and applicable case law will guide my decision making. Politics have no place in the courtroom, only equal justice for everyone.[3][4]
