An effort in Douglas, Arizona, to recall Mayor Robert Uribe was initiated in January 2019. Petitioners submitted enough signatures to put the recall on the ballot. On April 15, 2019, Uribe's wife, Mary Sanchez, filed a complaint alleging that recall organizers failed to follow state law during the signature gathering process. A hearing on that complaint was held on May 1, 2019.[1] Cochise County Superior Court Judge David Thorn ruled that petitioners didn't comply with state law due to missing serial numbers that should have been attached to petitions.[2]
Recall supporters
Tanya Duarte helped organize the recall effort. She said Uribe was targeted for recall for his "failure to follow city charter in regards to agenda requests from three council members as noted in Article 2, Section 15 of the Douglas City Charter and causing division amongst city employees, the city council and the city residents with the council thereby impacting the overall operation of the city as well as creating a negative image for the community and a lack of trust between our community and city administration."[3]

Recall organizers needed 569 valid signatures to put the recall election on the ballot. Petitioners submitted 801 signatures on February 26, 2019, with 668 signatures being found valid.[1]
