Storm and an executive with 38 years of leadership across education, behavioral health, and federal policy. Growing up in poverty and foster care in Show Low, Arizona, he developed a deep commitment to public service and strong community institutions. Rob began his career as a vocational teacher and later served as a K–12 administrator, leading student support and workforce readiness. His advocacy for educators led to his election as president of the local teachers’ union, where he strengthened labor‑management collaboration and improved conditions for teachers and students. As Associate Administrator for Alcohol Prevention and Treatment Policy at SAMHSA, he led national alcohol policy, advised state and federal partners, and advanced youth prevention and community‑based treatment. He also spent more than a decade as president and CFO of Vincent, Inc., overseeing workforce and community‑service enterprises. Rob’s combined military, education, and federal leadership reflects a results‑driven,
bipartisan approach to strengthening West Virginia communities.- Ensure that the Jefferson County community voice is heard in Charleston. To truly thrive, we need to focus on what unites us: the fight for good jobs, strong schools, affordable healthcare, and a government that works for the people—not just the wealthy few.
- Work for affordable quality healthcare, every day. In West Virginia, we know what it means to struggle for fair wages and quality healthcare. Our educators are fighting for competitive salaries so our children can have the best possible start in life, yet their pay continues to lag behind neighboring states. Our healthcare system, including PEIA, faces constant uncertainty, with rising costs and shrinking benefits for working families.
- Let’s look up, not sideways, and demand accountability from those who hold real power. Too often, the most vulnerable among us—children in foster care—are overlooked in policy debates. We spend $68 million per year to send foster care children out of state. Let's bring them back home where they belong.
