Chan received a bachelor's degree from the University of California, Berkeley and a J.D. from the University of California, Hastings College of the Law. He was the executive director of East Bay Children’s Law Offices from 2009 to 2016. Chan was a deputy public defender in San Francisco County from 2003 to 2009 and from 1999 to 2000. He was at the Alameda County Public Defender’s Office from 2000 to 2003 and in 1999.[1]
