Roger Skinner

Roger Skinner was a federal judge on the United States District Court for the Northern District of New York. He was nominated by President James Monroe on January 3, 1820. He was confirmed by the Senate on January 5, 1820, and received commission that same day. He served until his death on August 19, 1825.[1]
