Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Mike Honda (D) was defeated by Ro Khanna (D) in the general election on November 8, 2016. Honda and Khanna defeated Pierluigi Oliverio (D), Ron Cohen (R), Peter Kuo (R), and Kennita Watson (L) in the top-two primary on June 7, 2016.[2][3]

Campaign themes

2016

The following issues were listed on Cohen's campaign website:

  • FEDERAL SPENDING: Federal Spending is 'unsustainable and must ultimately change' per the Government Accountability Office. Interest on the federal debt will rise from 1.3% of GDP, to 6% in 2040 and 17% in 2089. We have to fix it.
  • IMMIGRATION: We must secure our borders, use E-Verify, have a Temporary Workers Program, tighten visitor and student visas, and have every illegal alien case reviewed by a judge to determine their future status.
  • FOREIGN POLICY & DEFENSE: Avoid Foreign Entanglements. With due respect to the Iraqi and Afghan people, Iraq is a corrupt oil tank, and Afghanistan is an opium farm. Syria’s entire economy is smaller than Apple Computers’ Net Income.
  • CORPORATE TAXES: Taxable income should only include U.S. source income. No tax on foreign source income (already taxed in another country) and no tax on dividends from related foreign entities. Tax revenue will be largely the same, without the insane tax planning corporations are currently forced to execute to remain competitive. Trapped tax haven cash from foreign profits will come home and fill U.S. banks.
  • ENVIRONMENT: I am concerned by potential climate change. The scientific evidence is in dispute, but we should not wait to take action.[4]
