Biography

Ronald Pickard was born in Christiansted, U.S. Virgin Islands. He earned a high school diploma from the West Indies Academy, and a graduate degree from Saint Leo University in 2016.[1]

My name is Ronald Pickard, a servant of the people deeply committed to transforming the US Virgin Islands as your next Congressional Delegate in the upcoming 2024 election. As a proud Virgin Islander, I am driven by a profound love for my community and a vision of a better future for the residents.

With hands-on experience running a small family-owned laundromat, I understand firsthand the challenges businesses face without affordable and reliable power, regrettably affecting even our most elderly population. That’s why I am committed to addressing critical issues that affect our community, from energy and infrastructure to water and food supply chains and education for the youth. I represented the Virgin Islands at the 1988 Olympics in Seoul Korea in the 50 meters freestyle. As a former Law Enforcement Officer I will always back the blue. I come from a family of politicians. My mother Mary Ann Pickard is a former Senator on the island of St. Croix. My sister Norma Pickard is a former Senator on the island of St. Thomas. I was the President of The Young Democratic Party. I ran and won 2 seats at the Terroitorial Democratic Party in 2018. I have since transitioned to the Republican Party.

Through my radio talk show on Radio 1000 AM, I actively listen to the concerns of our residents, ensuring every voice is heard. Whether you’re a youth seeking better educational opportunities, a small business striving for success or a family navigating everyday challenges.
1. Federal Funding and Taxation Policy: The Virgin Islands relies heavily on federal funding but does not have voting representation in Congress. Federal funding policies directly affect the territory's ability to provide public services, healthcare, and education. The territory's unique tax status, which differs from the mainland U.S., also affects local revenue and economic development. 2. Disaster Recovery and Infrastructure Policy: Due to its vulnerability to hurricanes and other natural disasters, policies on disaster recovery, federal emergency aid, and infrastructure rebuilding are critical. 3. Healthcare: Access to healthcare is a significant issue, with local policies and federal funding affecting the quality and availability
1. Legislation and Lawmaking:The primary responsibility is to draft, propose, debate, and vote on laws that affect the country. This includes working on legislation that addresses national issues like healthcare, education, defense, and infrastructure.

2. Representation: A Representative is elected to serve the interests of their constituents. This involves listening to the concerns of residents in their district, advocating on their behalf, and ensuring their voices are heard in legislative decisions.
3. Constituent Services: Providing assistance to constituents is a key role, whether it's helping with federal agency issues, providing information on government services, or resolving problems related to Social Security, immigration, veterans' benefits, or other federal matters.
4. Budget and Appropriations:Representatives participate in the budgeting process, which includes allocating funds to various federal programs and ensuring that resources are directed toward the needs of their district and the nation.
5. Oversight and Accountability:As part of checks and balances, Representatives are responsible for overseeing the executive branch and federal agencies. This includes conducting investigations, holding hearings, and ensuring government accountability and transparency.
6. Advocacy and Policy Development: Representatives advocate for policies that align with their district's needs and work to develop and refine policies on national issues. This includes engaging with stakeholders, negotiating with other lawmakers, and building coalitions to advance legislative goals.

7. Community Engagement and Communication:Regularly engaging with the community through town halls, public forums, and other events is crucial. Representatives must effectively communicate their work, listen to feedback, and keep their constituents informed about legislative developments.
